at start of 20th century, british admiralty maintained naval defence of british empire, including dominions, should unified under royal navy. attitudes on matter softened during first decade, , @ 1909 imperial conference, admiralty proposed creation of fleet units: forces consisting of battlecruiser, 3 light cruisers, 6 destroyers, , 3 submarines. while australia , canada encouraged purchase fleet units serve core of new national navies, other fleet units operated royal navy @ distant bases, particularly in far east; new zealand asked partially subsidise fleet unit china station.
