in 2012, state of utah passed utah transfer of public lands act in attempt gain control on substantial portion of federal land in state federal government, based on language in utah enabling act of 1894. state not intend use force or assert control limiting access in attempt control disputed lands, intend use multi-step process of education, negotiation, legislation, , if necessary, litigation part of multi-year effort gain state or private control on lands after 2014.
