on 9 april 2014, annick girardin appointed secretary of state development , francophonie in cabinet of prime minister manuel valls. catherine pen, suppléant (substitute), took on seat resigned on same day due health problems. by-election called , girardin again candidate. won on first round on 29 june 2014. kept ministerial post , substitute stéphane claireaux took seat on 30 july.
