the city of steubenville part of 6th congressional district of ohio , represented bill johnson. 6th district longest house district in ohio , runs along southeast state borders of ohio.


political corruption

steubenville has had reputation political corruption. on period of 20 years city lost, or settled out of court, 48 civil rights lawsuits involving police force. city paid out more $800,000, including $400,000 between 1990 , 1996.


in 1997, u.s. department of justice alleged city , police force had subjected numerous individuals excessive force, false arrests, charges, , reports , had engaged in practices regarding improper stops, searches, , seizures . report department stated excessive force levied against individuals witnessed incidents of police misconduct, , against known critics of city , police force. individuals falsely detained if city , police agreed complain of abuse . further stated officers involved falsified reports , tampered official police recorders misconduct not recorded .


as result, city s police force became second city in united states sign consent decree federal government due excessive number of civil rights lawsuits. decree signed on september 4, 1997, under pattern or practice provision. under agreement, city agreed improve training of police officers, implement new guidelines , procedures, establish internal affairs unit, , establish warning system .


speed camera lawsuit

the speed camera program began in 2005 , earned city $600,000 in revenues, 7,000 tickets @ $85 each issued during time period. in march 2006, jefferson county court of common pleas ruled city ordinance of supporting speed camera program illegal , unconstitutional. city refused remove cameras, however, because stated bound contract continue services of traffipax, inc., subsidiary of robot visual systems, german corporation. despite attempts remove cameras, city continued defy judge s order , reinstated identical ordinance continue issuing citations. councilman @ large michael hernon cast sole dissenting vote against reinstating traffic cameras.


in mid-2006, attorney filed class-action lawsuit against city of steubenville illegally collecting fines , generating unnecessary revenue motorists. won case in december 2007 , city forced refund thousands of tickets totaling $258,000. stern gathered enough signatures residents of city put forth referendum posed question of whether city s ordinance authorizing speed camera program should continue. on november 8, 2006, city residents voted end city s speed camera program 76.2 percent majority.
