in april 2013, boyle announced candidacy pennsylvania s 13th congressional district, heavily democratic leaning seat being vacated incumbent congressperson, allyson schwartz, declined run reelection make unsuccessful run governor. boyle had support of 30 labor unions across philadelphia region.

despite polling showing 30 point lead former congresswoman marjorie margolies in democratic primary, boyle won may 20, 2014 primary 41% of vote, bolstered winning 69% of vote in philadelphia portion of district. went on win seat in general election on november 4, 2014, defeating republican carson dee adcock 67% of vote.
