gaj completed studies @ faculty of law , administration of maria curie-skłodowska university in lublin in 1998.

in 2001 took position in legal department of office of telecommunications. in 2005 appointed director of legal department in renamed office of electronic communications (uke), advising departmental president on telecommunications, postal, administrative, civil , european law issues. actively involved in drafting resolutions taken regulator.

in 2009, gaj became undersecretary of state in ministry of infrastructure – responsible telecommunications , postal issues.


her work within government focused on amendments law brought in compliance european law , on introducing provisions facilitate development of telecommunications services , consumer protection. responsible switchover digital television. under leadership plan digital tv implementation in poland, , subsequently act on digital terrestrial tv implementation prepared , adopted council of ministers.


gaj contributed facilitation of telephone number transfer between exchanges, , introduced legislation related fraudulent sms lotteries. directed task force on digital poland , facilitating broadband take-up.

gaj initiated broadband round table, platform exchange of knowledge , information between government, local authorities , telecommunications undertakings. chaired round table talks until appointment head of regulatory authority. contributions initiative included memorandum on cooperation between government, local authorities , telecommunications undertakings in favour of telecommunications infrastructure roll-out in poland.

while undersecretary of state in ministry of infrastructure, act on supporting development of telecommunications networks , services (the so-called mega-law ) prepared , adopted. act facilitated investment in telecommunications infrastructure companies , local governments. act enhanced process of spending eu funds designed extension of internet network.

gaj concluded agreements in 2011 whereby poland became member of international telecommunication union (itu) council , helped conclude international agreements on cross-border coordination in 800 mhz band accelerated.


polish presidency in council of european union

during polish presidency of council of european union, in charge of council telecommunications work. team negotiated compromise version of first radio spectrum policy programme (rspp) european parliament, harmonizing frequencies in 800 mhz band on eu-wide scale purposes of electronic communications services , broadband internet access.
