in wake of sandy hook elementary school shooting , 2012 webster, new york shooting, new york became first u.s. state enact stricter gun control laws when passed ny safe act on january 15, 2013. new measures included redefining of considered assault weapon, assault weapon registration, prohibition of sales of assault weapons, prevention of selling or passing on registered assault weapons friends or family, reducing maximum allowed magazine capacity ten rounds 7 rounds, background checks on gun sales including private sales, background checks on ammunition sales (has yet go effect), additional requirements reporting of persons mental health issues, , increased penalties gun crimes. safe act includes provisions allowing law enforcement pre-emptively seize person s firearms without warrant or court order if have probable cause person in question may mentally unstable or intends use weapons commit crime.
