allegations of police misconduct
in 2011, major controversy arose in city on misconduct fullerton police, involving sexual assault officer against women arrested , killing of mentally ill homeless man police. has led indictment of 2 officers , recall campaign against mckinley, bankhead, , jones. officer manuel ramos, 37, charged second-degree murder , involuntary manslaughter, , corporal jay patrick cicinelli, 39, charged involuntary manslaughter , felony use of excessive force regards death of kelly thomas. pleaded not guilty. on july 5, 2012, (one year after beating death), father of kelly thomas filed lawsuit against city , 6 officers, 2 of whom facing criminal charges. lawsuit names former police chiefs patrick mckinley , michael sellers. suit alleges violation of kelly thomas federal , state civil rights; assault , battery; negligence , supervisor liability among others causes of action. seeks unspecified damages. thomas mother, cathy, divorced ron thomas, has received $1-million settlement city. on july 3, 2012, officer ramos s employment terminated. thomas father received 5 million dollar settlement city of fullerton. both ramos , cicinelli found not guilty of criminal charges. both terminated fullerton.
recall election
in landslide, city council members dick jones, don bankhead , pat mckinley voted out of office in june 5, 2012, recall election. each voted out identical majority of 66%. replacements are: travis kiger, planning commissioner , blogger site friends fullerton s future, fills jones term, expires december 4, 2012; greg sebourn, land surveyor, fills bankhead s term, ends december 2, 2014; , attorney doug chaffee, fills mckinley s term, ends december 2, 2014. sworn office in july 2012. tony bushala, leading organizer of fullerton recall election, said seeking accountability kelly thomas death. city s other 2 council members not facing recall.
development of west coyote hills
west coyote hills ridge lying in northern fullerton, including 510 acres (206 ha) owned pacific coast homes (a land development division of chevron corporation) largest remaining tract of undeveloped land in north orange county. current development agreement calls building houses on of land while donating remainder city nature preserve. group supports keeping entire area open space has qualified referendum november 2012 election.
