Single Electricity Market Commission for Regulation of Utilities
since 1 november 2007 commission regulation of utilities, (known commission energy regulation (cer)) , utility regulator, referred regulatory authorities or ras, have jointly regulated all-island wholesale electricity market known single electricity market (sem). sem covers both northern ireland , republic of ireland.
the decision-making body governs market sem committee, consisting of cru, utility regulator independent member (who has deputy), each entity having 1 vote.

at high level, sem includes centralised gross pool (or spot) market which, given mandatory nature key generators , suppliers, liquid. in pool electricity bought , sold through market clearing mechanism, whereby generators bid in short run marginal cost (srmc) , receive system marginal price (smp) each trading period scheduled market quantities. generators receive separate payments provision of available generation capacity through capacity payment mechanism, , constraint payments differences between market schedule , system dispatch. suppliers purchasing energy pool pay smp each trading period along capacity costs , system charges.
