drafting , signature

the new start treaty successor start i. start ii signed, not ratified. start iii negotiating process not successful.


the drafting of treaty commenced in april 2009 after meeting between presidents of 2 countries, barack obama , dmitry medvedev, in london. preliminary talks held in rome on 27 april, although planned have them held in middle of may.


prolonged talks conducted u.s. , russian delegations, led on american side u.s. state department assistant secretary rose gottemoeller. russian delegation headed anatoly antonov, director of security , disarmament @ russian ministry of foreign affairs.

on morning of 6 july 2009, agreement on text of joint understanding on further reduction , limitation of strategic offensive arms announced, signed medvedev , obama during presidential visit moscow same day. document listed intention of both parties reduce number of nuclear warheads 1,500–1,675 units, delivery weapons 500–1,100 units.


presidents obama , medvedev announced on 26 march 2010 had reached agreement, , signed treaty on 8 april 2010 in prague.


ratification process
united states

on 13 may, agreement submitted u.s. president barack obama ratification in u.s. senate. ratification required 67 votes in favor (out of 100 senators). on tuesday, 16 september 2010 senate foreign relations committee voted 14–4 in favor of ratifying new start. measure had support 3 senate republicans: richard lugar of indiana, bob corker of tennessee, , johnny isakson of georgia. senator john kerry , secretary of state hillary clinton expressed optimism deal on ratification near.


republicans in senate deferred jon kyl (r-az), leading conservative on military issues, sought strong commitment modernize u.s. nuclear forces, , questioned whether there time ratification during lame duck session, calling opening of negotiation record before vote held. senator ben nelson (d-ne) joined kyl in expressing skepticism on timing of ratification, , senator kit bond (r-mo) expressed opposition.


obama made new start ratification priority during 2010 post-election lame duck session of congress, , senators john kerry (d-ma) , richard lugar (r-in), democratic chairman , senior republican on senate foreign relations committee, leading supporters of treaty.


on 22 december 2010, u.s. senate gave advice , consent ratification of treaty, vote of 71 26 on resolution of ratification. thirteen republican senators, 56 democratic senators, , both independent senators voted treaty. president obama signed documents completing u.s. ratification process on 2 february 2011.


russia

on 28 may 2010, document introduced medvedev consideration in state duma. on 6 july, state duma held parliamentary hearings on treaty, attended representatives foreign ministry , general staff. on 8 july, duma defense committee , international affairs committee recommended state duma ratify treaty.


however, on 29 october, chairman of duma international affairs committee, konstantin kosachev, called return of document committee hearings, noting agreement not restrict activities of united states on missile defense, fact ballistic missiles non-nuclear warheads not covered under agreement. @ same time, federation council chairman sergei mironov proposed not rush amendment, or vote on treaty, , monitor discussions in u.s. senate.


following ratification u.s. senate, formal first reading of treaty held on 24 december , state duma voted approval. state duma approved second reading of treaty on 14 january 2011. 349 deputies out of 450 voted in favor of ratification.


the third , final reading state duma took place on 25 january 2011 , ratification resolution approved vote of 350 deputies in favor, 96 against, , 1 abstention. approved unanimously federation council on next day.


on 28 january 2011, medvedev signed ratification resolution passed federal assembly, completing russian ratification process. treaty went force when russian foreign minister sergei lavrov , u.s. secretary of state hillary clinton exchanged instruments of ratification @ security conference in munich, germany, on 5 february 2011.

exhibition: strategic offensive arms:
if type, variant, or version of strategic offensive arm (soa) not exhibited in connection start treaty declared, soa s features , technical characteristics must demonstrated , confirmed.

right conduct inspections begins:
parties may begin inspections, 18 on-site inspections per year provided in treaty. each party allowed ten type 1 inspections , 8 type 2 inspections.

exhibition: heavy bombers @ davis-monthan air force base:
the united states conduct one-time exhibition of each type of environmentally-sealed deployed heavy bombers located @ storage facility @ davis-monthan air force base in arizona.

initial demonstration of telemetry playback equipment:
parties conduct initial demonstration of recording media , playback equipment telemetric information, information originates on missile during initial motion , flight.

exchange updated databases:
parties exchange updated databases , every 6 months thereafter duration of treaty.


nlt 1 year after eif


exhibition: b-1b heavy bomber:
the united states conduct one-time exhibition of b-1b heavy bomber equipped non-nuclear armaments demonstrate no longer can employ nuclear armaments.


nlt 3 years after eif


exhibition: converted missile launchers:
the united states conduct one-time exhibition of 4 ssgns, equipped cruise missile launchers , converted nuclear ballistic submarines, confirm ssgns cannot launch slbms. united states hold exhibition of 5 converted icbm launcher silos @ vandenberg air force base in california, used missile defense interceptor launchers. confirm converted launchers no longer able launch icbms , determine features distinguish converted silo launchers unconverted ones.

meet central treaty limits:
parties required meet limits laid out in treaty deployed strategic warheads, , deployed , non-deployed strategic delivery vehicles , launchers.


10 years after eif


treaty expires:
unless parties agree extension 5 years.
